Tiphanie Forst is a federal healthcare IT executive with 23 years of clinical, pharmaceutical, and healthre IT expertise. Her primary focus for the past 19 years has been on Military Health System modernization, IT transformations, and business optimization; ultimately, to improve patient healthcare outcomes for our Service Members and Veterans. She played an integral role in winning the two largest Federal healthcare contracts with the DOD and VA, DHMSM MHS GENESIS ($6 billion) and Office of Electronic Health Record Modernization (OEHRM, $10 billion), respectively, and has positioned Clients for several other multi-million and billion dollar programs with the DOD, DHA, VA, Indian Health, and Operational Medicine.
Ms. Forst was Senior Vice President at with SeKON where she had responsibility for growth and strategic initiatives, leading business development, capture and proposal activities for Military Health-related agencies. Working closely with Chief Information Officers at the Military Treatment Facilities (MTFs), Government leaders within the DoD, VA, and the Federal Electronic Health Record Modernization (FEHRM), Ms Forst led major multi-hundred-million and billion-dollar captures around IT modernization and business/cultural transformations, enterprise information technology services and solutions, data analytics strategies, cybersecurity, and mental health solutions, building strategic partnerships and customer relationships.
Ms. Forst served as the Senior Federal Healthcare Executive for Oracle-Cerner where she had executive responsibility for building the federal health business, driving client adoption of Cerner's portfolio in the Federal Government sector, and building customer and partnership relationships in the Washington D.C. metropolitan area. Through the new Cerner Government Services organization, she helped establish business development best practices, creating business opportunities, and securing awards across the DoD, VA, and USCG. Additionally, she supported efforts in EHR modernization for the Department of State (DOS), Department of Health and Human Services (HHS), Indian Health Systems (IHS), and Social Security Administration, (SSA). Leveraging longstanding relationships with senior executives, Congressional, and Industry leaders, Ms. Forst helped lead the capture execution and proposal management of the sole-sourced, $10B VA Electronic Health Record Modernization (EHRM) contract, bringing the best-in-class firms together to ensure Cerner and the VA successfully achieved program execution upon contract award.
Earlier, Ms. Forst was a VP of Business Development at Acuity International (formerly Caliburn/Comprehensive Health Services, Inc.), driving commercial and Federal Health initiatives around military medical health readiness and disaster relief services for the DoD, Centers for Disease Control (CDC), USPS, TSA, and the Federal Emergency Management Systems (FEMA). Ms Forst drove the capture effort for the $2B Reserve Health Readiness Program (RHRP), among many other opportunities and supported the capture of the Customs and Border Protection (CBP) Immigration and Customs Enforcement (ICE) contract where Acuity provided the medical, dental and mental health exams for unaccompanied minors. As the Leidos Health Group Assistant Vice President, Ms Forst led Business Development and Proposal Operations in the commercial market and Federal and Civilian Health agencies (i.e., DoD, VA, HHS, NIH, HRSA, FDA, NCI, CMC, CDC, etc), Ministries of Health, and State and local Government. During her tenure growing the Federal Health Solutions Group, she drove hundreds of proposals, most significantly, helping lead the capture of the $6B DoD Defense Health Agency MHS GENESIS program.
Prior to working with Leidos, Ms. Forst held several positions in clinical and pharmaceutical roles. As the BD Manager and Program & Emergency Response Manager for the EMMES Corporation, she led the HHS National Institute of Allergy Infectious Disease Food and Waterborne Integrated Research Network to protect the country from bioterrorist threats. For Otsuka Pharmaceuticals, Ms. Forst was a Cell Culture Specialist for Otsuka Pharmaceuticals performing stem cell research, and for EMA Alpha Physician Resources, Ms Forst was the Lead Clinical Information Manager at Somerset Medical Center Emergency Room supporting clinicians in implementing Cerner Millennium and optimizing the patient experience.
Ms. Forst holds a BS in Biological Sciences from Rutgers University and an Advanced Program Management certification from Stanford University. If not working, you’ll find her commissioning her paintings, engaging with her five children, and playing soccer on the pitch!
